REJECTION OF SEED FARMS AND SEED LOTS 

 

In general, the seed certification agency aims in large-scale production of certified seeds. In that process, elimination of seed farm below the minimum seed certification standards prescribed becomes inevitable.  Any seed field or lot found to be not conforming to the IMSCS is subjected to rejection.  In addition to non-compliance of IMSCS July 1988 prescribed, L.F.R shall be issued for the following reasons also.

 

1.      When no crop is found in the seed farm registered.

 

2. When unable to carryout the minimum number of inspections as prescribed in Minimum Seed Certification Standards.

.

3. Seed farm without uniform male female ratio through out the field in parental hybrid millets.

 

4. In case of lodging more than one third part of seed farm:

-prior to or during flowering phase and rendering inspection difficult in cross pollinated crops.

-having no scope to stand up again making inspection impossible in self pollinated crops.

 

5. Seed farm affected by flood drought and very poor crop husbandry.

 

6. Non compliance of Seed Certification officer’s harvest and post harvest instructions leading to doubt of admixture.

 

7. Seed lots failing to comply with required standard in other variety seed (O.V.S.) and other crop seed (O.C.S.) test, before processing.

 

8. If the produce brought for processing exceeds more than 20% of the estimated yield for all crops except hybrid cotton and its parents for which the percentage allowed is 10%.

 

9. Seed lots losing its identity before the tagging.

 

10. Seed lots, which has lost the lusture or appearance.

 

11. Seed farm shown for inspection varies with the one mentioned in sowing report.

 

12. If the variety of the seed crop inspected is other than the variety registered then seed certification officer can straight away issue L.F.R. without taking counts quoting improper seed source as reason.

 

13. Preventing the SCO from entering into the Seed farm for counting.

 

14. Seed farms organised with area more than the area registered by 10 percent for hybrids and by 20 percent for varieties. Under such circumstances the SCO shall recommend for rejection quoting improper seed source due to excess area as reason after taking required counts.

 

L.F.R. reports should be written in the field inspection reports and sent to the various destinations within 24 hours. On receipt of L.F.R. reports, the Deputy Director of Seed Certification should take a decision and communicate within 5 days from the date of receipt.  In case of rejection the same may be communicated to the producer with a copy to SCO and ADSCN in the proforma (Annexure XX) prescribed. 

 

Liable for Rejection 

 

     The seed Certification officer during inspection of seed farm field, takes field counts and compares each factor with a set of minimum seed certification standards and writes a report for that seed farm.  He gets the signature of the producer or his representative in the report as a witness.  If the seed crop fails to comply with any one factor as per the standards prescribed for that factor, a L.F.R. report is prepared and the signature of the producer or representative is obtained.  If the producer or his representative who is present for inspection refuses to sign, the same is recorded in the report. The LFR report shall be submitted within 24 hours. To draw special attention he writes as LIABLE FOR REJECTION on the top of the inspection report.

 

For any L.F.R. (due to nonconformity of factors) a field sketch should be drawn in the inspection report.  In the case of LFR due to non-isolation, the correct distance in meters and the direction from the contaminant crop should be indicated in the sketch.

 

Partial rejection

 

While making rejection a portion of the field can also be rejected in certain cases where isolation problem arises.  This practice is not recommended for the seed crops, which cannot be harvested at a time, Viz. cotton, chillies, tomato, pulses, castor, brinjal, bhendi, beans, etc.

 

Procedure to be fallowed for partial rejection of seed farm    

Measure the actual distance from contaminant crop and the actual area in the seed farm field affected by isolation and peg mark it. 

 

1. Measure the area affected by isolation and demark them by pulling out the plants so as to identify the separation. 

 

2. The producer must be asked to continue further roguing or removal of pollen shedders etc., in the peg marked area also (area affected by isolation). 

 

3. Issue L.F.R. for the area peg marked or affected by isolation. 

 

4. The Seed certification officer should take counts in the partially rejected area treating it as the non seed farm of the same variety within the isolation distance.

 

5. The SCO should exercise strict precaution to ensure that the produce from rejected area does not get mixed.  

6. Producer should be asked to harvest the crop in the rejected area and the produce obtained shall be sealed and kept separately and then the crop in the allowed area shall be harvested. Or else first harvest the field that has passed the standard and seal the produce after thrashing.
