RECORDING AND REPORTING OBSERVATIONS
The
Seed Certification Officer after taking field counts and comparing them with the
minimum field standards, the observations made on the seed farm field have to be
reported to higher authorities and to the producer for taking further action.
The proforma prescribed for recording field
inspection is given in Annexure XI I
These
reports are serially numbered and in sets of triplicate which after duly filling
are to be sent as below within 72 hours. In
case of LFR reports the same may be sent within 24 hours.
1.
First copy to the Seed producers.
2.
Second copy to the Assistant Director of Seed Certification.
3.
Third copy to be retained by the seed certification officer.
In
case of LFR the SCO shall send his copy along with sowing report to Deputy
Director Seed Certification for further action. The Deputy Director of Seed
Certification shall send back the Field Inspection Report of SCO along with
sowing report and rejection order to Seed Certification Officer.
Preparation of
field inspection reports
All
writings in the report should be legible and readable in Tamil or English. The details to be filled up for the field inspection are as
follows.
1.
Seed
Certification Number:
Write the
Certification number assigned to the seed farm in the sowing report.
2. Report Number/Stage of the Crop:
The nth number of inspection for which the report is made. Any one of the following stages may be noted according to crop and stage.
1.Vegetative
2.
Heading
3.
Flowering
4.
Milky
5.
Seed dough
6.
Seed maturity
7.
Square formation
8.
Boll formation
9.
Boll bursting
10.
Peg formation
11.
Pod developed stage
12. Fruit unripened stage
13. Fruit ripened stage
14.
Haulm cutting stage
15.
Harvesting stage
5. Class of Seed:
8.
Area
Registered / inspected:
Mention the area
offered for certification. In case of hybrid seed production mention the area of
male & female separately.
a.
Record the registered area and the actual area inspected.
If the actual area exceeds the registered area by 10 percent in Hybrids
and Parents and 20 percent in case of all other crops the Seed Farm shall be
recommended for Rejection after taking field counts.
b)
In case of partial L.F.R. the field may be divided into A&B.
c)
In subsequent reports the area of the partial L.F.R. may also be noted.
d)
Divide the field as A&B in the following cases:
i.
If there is variation in the stages.
ii.
If the distance between the two plots exceed 50 metres.
e)
S.C.No. of seed farms divided as “A” & “B” may be reffered to as
follows for e.g.
A/1000A/02-03&
A/1000B/02-03
9. Isolated or not isolated:
Record
the rough sketch of the seed field duly indicating the measurements in steps or
meters along with and permanent markings. Indicate the details of Isolation if
not isolated.
12. Remarks:
Indicate
clearly the condition of the seed farm and what exact operation is to be done
for better quality seed production and also inform further actions, written in
simple specific guidelines. In the final inspection report the details of Yield
Parameters shall be recorded clearly along with estimated yield.
13.
Signature of Producer or his representative:
The
signature of the producer or his representative shall be obtained. If producer
or his representative did not accompany SCO then the same may be recorded.
14 Signature of SCO:
Dated signature of SCO should be
affixed.
Name
and designation may be rubber-stamped.
